Goat format has a different rule set and card pool re-setting all the way back to the summer of 2005. 

If you are going 1st in goat format you will begin by drawing 1 card in your draw phase as opposed to skipping this step in the modern day.

Targeting

In the modern day we have words that we can always rely on seeing on cards, such as “Destroy”, “Banish” and “Piercing Battle damage”. This system is known as Problem Solving Card Text.

This system wasn't invented until 2011. So before this how did you know if a card effect was targeting another card. Well …. You had to guess XD

This is both because Konami hadn't invented PSCT yet, and also due to translation errors of the time. 

Card effects like Ring of Destruction, don’t say targeting, yet its effect does indeed target. 

A good way to figure out if it targets is to look at its modern-day reprint that has been updated with PSCT and see if it targets.

Priority in Goat Format

Standard Format


Priority is a mechanic that existed back in goat format. It allows a player to activate a spell speed 1 effect from a monster THE MOMENT it is summon, making it the first action in a chain. 

Here is an example:

Player 1: has a exiled force in hand and Player 2 had Book of moon set face down along with a random monster face up ( lets say its black luster soulder envoy) 

Player 1: summons exiled force and “claims priority”... what does this mean? 

If player 2 choses to use book of moon on the exiled force as chain link 2, the exiled force effect will still go off.

In modern day book of moon being a spell speed 2 would be abel to prevent the exiled force from activating, but in goat exiled force is able to use priority.  

Exarion Universe

(Is Not In Goat Format)

Goat format specifically takes place in the summer of 2005. 

Exarion Universe was printed as a cover card of a tin during the fall of that same year. So it is excluded from the format. 

If you played the game during the summer of 2005 you might remember Exarion Universe being out at the time. This isn't a Mandela effect. Exarion Universe's tin was mistakenly released early in some areas of the USA (but not all of them)

As not everyone had equal access to the card during the summer of 2005 and its official release is in the fall, Exarion Universe is excluded out of the format.
